Over the last 3-5 days, several cars have been stolen throughout the 2nd District. In nearly every single case, the victim left the keys in the vehicle. In a couple of cases, the victim left the keys in the vehicle and the vehicle engine running.

Preventing auto theft begins with each one of us. You are asking for your car to be stolen when you leave the keys in your car, or leave your car running and unattended. Please ask your membership to be more vigilant in this regard and to follow these common sense rules:

-Never leave your car running unattended, even to dash into a business, store, etc.;
-Never leave any keys in the car ignition;
-Don’t leave spare keys in your vehicle. An experienced thief knows all the hiding places. Store spare keys in your wallet;
- Always roll up your windows and lock the car, even if it is parked in front of your home;
- Never leave valuables in plain view, even if your car is locked;
- Always park in high-traffic, well-lighted areas, when possible;
- Install a mechanical device that locks the steering wheel, column, or brakes. These devices will deter some criminals;
- If your car has an alarm system installed, make sure you activate the alarm every time you leave your car;
- Never leave personal identification documents, vehicle ownership title, or credit cards in your vehicle;
- If you must leave your key with a valet, attendant, or mechanic leave only the ignition key. Make sure you are dealing with a reputable firm.
- Copy your license plate and vehicle information (VIN) numbers on a card and keep them with you. If your vehicle is stolen, the police will need this information to take a report; and,
- If your vehicle is stolen, report it to the police immediately.

Sent September 25, 2007
On September 21st at or about 8:00 am, Second District officers responded to a burglary in progress call in the 2600 block of Short Street. Officers were in the immediate area and upon arrival were able to apprehend the perpetrator coming out of the property. The suspect broke into the property and attempted to steal a bicycle. Arrested was one Marcell Burns (BM, 10/7/69), residing at 8705 Willow Street.

Sent August 27, 2007
On August 27th at or about 12:15 am, a male victim was walking from his apartment to a nearby store. While walking in the 3400 block of Broadway, he was approached by a black male. The suspect knocked the victim to the ground and then took his wallet. The suspect fled on foot down Olive Street after the robbery. Some concerned citizens who refused to be identified, informed officers that the suspect in this case was one Mark Stone, who resided about 2 blocks away. The suspect is described as a 36 year old black male, 5′10”, 275 pounds, no further information. Detectives will be obtaining a photo lineup on Stone to see if he can be identified by the victim. Sent August 24, 2007
On August 23rd at or about 11:00 pm, two male subjects were standing outside of a Ford Focus sedan, while at the corner of Eagle and Edinburgh Street. At that time, an unknown suspect walked up from behind them and starting shooting. Both victims were shot. One victim received a graze wound (scratch) to his head. The other victim was shot in the torso. There are no witnesses and no suspect information at this time. Detectives are actively working this case.
Because of the recent problems in the Pigeon Town and Hollygrove area, the department will be increasing patrols in the area over the weekend and into next week. Additional officers from the CAT Team and K-9 Unit will be deployed to these areas in an attempt to address the situation.

In a separate event:
On August 23rd at or about 9:00 pm, 2nd District officers responded to a report of shots fired in the area of 2800 Monroe Street. Upon arrival, officers found a 17 year old male lying on the sidewalk. The victim had been fatally shot several times with what is believed to be a .40 caliber handgun. Prior to the shooting, witnesses reported that the victim was riding a 4-wheeler in the area for a couple of hours. At this time, detectives are following up on the case.

Late last week, Second District Detectives were working an auto burglary investigation, where a credit card was taken and used at a local convenience store. As they were looking at the surveillance video of the suspect, a cooperating individual recognized the person in the video. They supplied the suspect’s name, address and some additional information on him. Detectives continued their investigation, which leads to a search warrant being executed at 5831 Tchoupitoulas Street. Inside the location, detectives discovered a large cache of stolen property – all of which was taken in car burglaries. Recovered property includes electronic items like ipods and laptop computers. Detectives also arrested the suspect, who was identified as Charles Benson (WM, 12/21/71). When interrogated, Benson confesses to committing several dozen auto burglaries in the Second District. He supplied detailed information on many of the car burglary incidents. Thus far, Benson has been charged in over a dozen of the offenses.

Sent August 16, 2007
On August 15th at or about 4:00 pm, the victim and his live-in girlfriend became involved in a verbal argument, while in their residence located in the 8300 block of Palmetto Street. During the argument, the girlfriend attempted to pepper-sprayed the victim. When that was unsuccessful, she retrieved a knife from the kitchen and stabbed him in the thigh. The victim was treated for his injury and released from a local hospital. The girlfriend has been identified as one Melissa Odum (BF, 5/16/89). A warrant has been issued for Odum’s arrest.

Robert Gash (BM, 3/21/1968) has been arrested in Jefferson Parish. He was wanted by 2nd District Officers for Armed Robbery and Attempted Armed Robbery.

Sent August 10, 2007
On August 9th at or about 1:55 pm, a 35 year old male was shot in the left arm and left torso, as he walked along Mistletoe near the intersection of Edinburgh Street. Earlier in the day, the victim was involved in a physical altercation with one Troy Richardson (BM, 2/11/62). The fight stemmed from an argument the victim had with a co-worker, who was the girlfriend of Richardson. As the victim walked down Mistletoe, Troy Richardson, drove up and got out the vehicle. He fired one shot at the victim, which struck his arm and entered his torso. Detectives currently have an arrest warrant for Richardson. He is described as a 45 year old black male, 5’9”, 140 pounds, no further information.

Sent July 18, 2007
On July 17th at or about 5:20 pm, a black male pulled up along side of a mobile ”Taco” truck stand which was parked at Mistletoe and S. Claiborne. The suspect exited a tan truck (unknown make/model) and walked up to the ”Taco” stand. He proceeded to rob the employee (at gun point), of approximately $270. The suspect then returned to his truck and drove into Jefferson Parish via S. Claiborne. The suspect is described as a black male, 18-20 years, 5′9”, 160 lbs., with short black hair. The victim was unable to provide any clothing description. The victim was also unable to provide a description of the truck or the license plate of the vehicle.

On July 9th at or about 9:45 pm, an adult female left the residence of her ex-boyfriend’s mother. She was accompanied by two female friends. As they were driving westbound on Olive Street near Short Street, the observed a Ford Excursion approach them, while driving against traffic on Olive Street. When the vehicle pulled along side the victim’s vehicle, she observed it to be her ex-boyfriend – Julius Payton (BM, 23 yrs.). Payton pulled out a gun from inside his vehicle and began firing at the victim’s vehicle. He then fled the scene. While the victim was not injured, officers located three bullet holes in her vehicle. Officers have secured an arrest warrant for Payton.

At the most recent NONPACC Meeting, we received a “Hot Sheet” tip about narcotics being sold out of a residence at 8902 Olive Street. Second District Task Force officers began an investigation into the matter and developed information which led them to one Willie Griffin Jr. (BM, 11/12/58). Officers conducted a search of the residence at 8902 Olive Street and located heroin secreted inside. Willie Griffin Jr., was subsequently charged with possession with the intent to distribute heroin and possession of drug paraphernalia.
This arrest was made possible through the involvement of concerned citizens.

Sent July 2nd, 2007
On June 30th at or about 10:30 am, an auto accident occurred at Forshey and Leonidas street. The accident was caused when a female ran a stop sign and struck another vehicle. The driver of that vehicle, Niketta Watson (BM, 23 yrs.), exited his car with an AK-47 assault
rifle and pointed it at the female in the other car. He did not make any other overtures and apparently did not tell her anything. He was apparently angry that his car was struck by the female. Watson was apprehended by responding officers and booked with aggravated assault.
Officers also confiscated the weapon.

Sent June 28, 2007
On June 27th at or about 10:30 pm, a 25 year old male walked into the tattoo shop located at 7901 Earhart Boulevard. As he entered the shop, he heard female(s) screaming. The victim walked through the shop to see who was screaming and was subsequently shot in the arm and leg. The victim claims he never saw anyone in the shop and does not know who shot him. He was transported to the hospital via private conveyance. The victim has prior convictions for drugs and weapons charges.
A witness to this incident stated that he observed the victim seated on a sofa in front of the tattoo shop. A black male entered the shop and began shooting. The victim was subsequently shot. Obviously this account differs significantly from the victim’s statement.
Investigating officers noted that physical evidence on the scene did not corroborate either account of the shooting. The incident is actively being investigated to determine what actually occurred. On June 12, 2007 the City Council will hear a request to change the zoning of 3235 Fern Street from Residential to General Commercial. This zoning change would allow Minacore Investments to open a “cocktail lounge” at the location. It is my understanding that the “Streamline Bar” used to operate at this location, but closed before Hurricane Katrina. The public hearing notice can be viewed via this link.
I am seeking input on the old “Streamline Bar” from the neighborhood. If you have any information that would be germane to this zoning change and/or the opening of this bar, please let me know ASAP. If this was in fact a problematic bar, I would like to get in front of this issue with the Council. Community members might also want to attend the hearing to voice their opinion on this issue.

On May 28th at or about 2:00 am, a group of females went to Rocafella’s Bar located at 3635 Pine Street. Once at the bar, the group became involved in a verbal altercation with another female at the location. The verbal altercation turned physical, at which time one Lakwivia Jackson (BF, 26 yrs.) pulled out a box cutter and cut four of the females. The females sustained several cuts to their face and upper torso. Lakwivia Jackson subsequently fled the bar. She is currently wanted for ”Aggravated Battery by Cutting.”

In a separate incident:
On May 25th at or about 11:15pm, a 22 year old male was shot and killed in front of Daiquiri Island at 7410 Earhart Boulevard. The victim was standing in front of the location when a dark colored vehicle drove past. A black male in the vehicle then began shooting at the victim. The victim and another individual were both shot by this subject. The victim died on the scene. The other victim was treated at a local hospital and released.
Following the incident, 2nd District officers arrested the manager of Daiquiri Island for an assortment of charges unrelated to the murder. Subsequently, the establishment was closed by officers and was not allowed to re-open over the weekend. Additional investigation into the establishment’s operation will be ongoing.

Sent: May 25, 2007
On May 25th at or about 1:30am, two black males entered a residence in the 8600 block of S. Claiborne Avenue. Once inside, the subjects confronted the male and female occupants in their bedroom. The suspects demanded to know where the money was kept. After some hesitation, the victims handed over a lock box which was kept under their bed. Once retrieving the box, the suspects fled the residence. Both suspects were masked during this incident. Suspect #1 was armed with an unknown type handgun.
Suspect #1 is described as a black male, 24-28 years old, 5′8”, 160 lbs., wearing a black hat, black pants, a black t-shirt and black shoes.
Suspect #2 is described as a black male, 24-28 years old, 5′,8” 160 lbs., wearing a black hat, black pants, a black t-shirt and black shoes.

On May 16, 2007 the Major Case Narcotics Unit served a search warrant in the 4300 block of Hollygrove Street. The warrant was the result of an investigation conducted in the area, which began with a suspicious person check. Recovered in conjunction with the search warrant were four (4) guns; 1/2 oz of Heroin; 50 grams of Ecstasy; a small amount of Crack Cocaine; and over $1,900 in cash. Arrested was one Emery Ferdinand (B/M, 42 yrs.), the resident of the house.

Shooting on Dante & Spruce Cleared – Warrants Obtained
UPDATE: Second District Detectives have identified two suspects involved in the shooting at Spruce and Dante on May 1st at 5:10 pm. The suspects were positively identified by the victim and witnesses of the incident by means of a photographic line-up. The suspects are identified as Brent Plains (BM, 22 years) and Brandon Plains (BM, 24 years). Arrest warrants for these suspects have been obtained and efforts to locate them are underway.

Subject: Purse Snatching’s
Over the last week, there have been several purse snatching incidents in the 2nd and 6th Districts that seem to be related. The 2nd District locations are:
- 7400 block of St. Charles
- 1300 block of Broadway
- 8000 block of Spruce
The suspect is described as a black male between 20 and 30 years of age. He is short, but husky. He has been described to be about 5′7″ and 200 pounds. The suspect is driving a black vehicle. One victim described it as a black Mitsubishi Eclipse. Another described the vehicle as a black Olds Cutlass. The incidents are occurring at night, between 10pm and 2am.

Please encourage your residents and neighbors to report any suspicious person(s) immediately. Please call 911 or 821-2222 to summon police.
