I can totally appreciate that almost getting a ticket at the holiday season is a bad experience. I’m very glad the policeman backed off when you said you’d move the car.

I’d like to give you a bit more background on NWC efforts.

We started asking the asking the police and city to enforce parking and speeding laws a year about a year ago. Working with the police to get them into the neighborhood is a very good thing. The second district didn’t know where we were in January 2006. Today the cop who was writing tickets knew the neighborhood. While this still doesn’t make almost getting a ticket fun, it is an improvement. We want the police to know who we are and where we are and not just when people are getting robbed or shot or stabbed.

Speeding on Pritchard is bad, but nothing compared to what happens during the school year on Apricot. We’ve asked for and gotten police ticketing folks for speeding in our neighborhood. Not as often as we’d like but they have responded. We’ll continue to ask for speeding enforcement throughout the neighborhood.

The parking issue has many layers.
One layer is associated with Mr. Russell, the neighborhood towtruck driver who parks abandoned cars all over the neighborhood and who the 2nd district just helped us get convicted last week. We have repeatedly asked for parking enforcement in our year long fight to get Mr. Russell to stop trashing the neighborhood.

Another layer is associated with our effort to plant trees in the neighborhood. People who park on the green space between the sidewalk and the street endanger our tree planting efforts. People who park on the sidewalk make pedestrians park walk in the street and this affects the walkabilty of the neighborhood and is not good either. Last weekend we planted 28 trees in NWC. We specifically and recently asked the 2nd district about parking enforcement because Mr. Russell was parking his tow truck right where a tree was slated to be planted.

One of the things I personally did throughout 2006 and 2007 was to place notices on cars that were parked illegally. I wanted to make sure that folks who lived in the neighborhood knew when they were parking illegally so that they could adjust their parking habits and avoid getting a ticket . You can ask (name removed) next door, I know I placed one on his car, specifically because he was parked facing the wrong direction. I don’t remember if I ever placed a notice on your car. I did this through out the summer & fall as often as I could to try and avoid just what happened to you today. We also talked about parking enforcement at our neighborhood meetings.

In order to make our neighborhood safe and clean and walkable and livable we need to work with the police as much as possible. It has taken almost a year to get parking enforcement. We expected it would take this long. Unfortunately we can not tell the police to selectively enforce parking ordinances. When they come into the neighborhood to write parking tickets all violations are fair game.

Again, I am very glad that the police did not write you a ticket and allowed you to move your car. I hope that this gives you a better understanding of our efforts and I hope that this understanding will help us not lose you as a member. I’m sorry you were infuriated. I’m home today working on house cleaning and repairs. If you’d like to come down and talk to me about this or any other concerns, I’d welcome a visit.

So, this morning I almost got a ticket for parking against traffic in front of my own house. Luckily the policemen backed off when we said we’d move the car. He was very quick to apologize and point the blame at our NWC for hounding his sergeant to address this PROBLEM. Maybe you’d like to change your focus to speeding. We park the car in the street, NOT our driveway to slow the cars down.

If we had gotten the ticket you can bet that if NWC ever asked me for money again, I would say no. And the week before Christmas! I swear this is not the time to be adding $20 to people’s budget.

I can understand that you don’t like cars parked the wrong way. My personal pet peeve is cars that block the sidewalk. However, I think it would be appropriate to WARN members via email that this is a hot item for you so that we can be aware. Honestly!!! This is not the way to build neighborhood unity!!!!

#1 On October 26th at or about 7:45 am, the Second District General Assignment Unit executed a search warrant at 7927 Forshey Street . The warrant was granted after an investigation revealed the occupants were selling narcotics from the residence. Approximately ½ ounce of crack cocaine was seized along with a small amount of marijuana and some drug paraphernalia. Officers arrested one Kenneth Bester (BM, 7-24-82) and one Tramain Constantine (BF, 3-11-80). Both suspects resided at 7927 Forshey Street .

On October 26th at or about 6:45 pm, the victim and a friend were walking in the 8700 block of Belfast Street . According to the victim, a dark colored sedan approached and an unknown subject in the vehicle began shooting at the victim. After the shooting, the vehicle sped away. At that time, the victim realized he had been shot in the forearm and torso. He then walked to his residence in the 8500 block of Apple Street .
Detectives assigned to the case canvassed the area of the shooting and learned that none of the residents heard gunshots. Moreover, several people were outside at the time of the alleged shooting and said that it never occurred. Detectives also canvassed the scene for bullet casings, but found none. There was also no evidence of blood or a blood trail leading to the victim’s residence. Obviously there is serious doubt about the validity of the victim’s statements. While he was shot, it did not happen where he claimed or in the manner he reported.

Crime Blast from the Second District

On October 23rd the 2nd District General Assignment Unit executed a search warrant at 9303 Fig Street . During the execution of the warrant the following was found inside the residence:
1) 9mm Ruger handgun (fully loaded) with an additional high capacity (30 round) magazine
2) 9mm Bryco handgun (fully loaded)
3) Approximately 1/4 ounce of crack cocaine
4) A small amount of marijuana
5) Assorted drug paraphernalia
Arrested was one Terrance Richard (BM, 5-5-85). Richard was located within the residence and charged accordingly by officers.

On October 21st at or about 8:45 pm, the victim and his sister were attending a party in the playground at the intersection of Earhart and Broadway Street . According to the victim�s sister, they heard gunshots and observed two black males shooting at a grey vehicle. She was unaware of any provocation for the gunfire. After the gunfire subsided, she observed her brother had been shot in the head. The victim is currently in critical condition at a local hospital. He was unable to provide any information due to his injuries.

The suspects can only be described as 17-19 year old black males. One was wearing a red shirt and dark shorts. The other was wearing a white t-shirt. No further information is available at this time.

“I think people can take some comfort in knowing that it was a random act of violence,” said Sgt. Joe Narcisse, and NOPD spokesman. “I think the residents will tell you that the neighborhood is pretty safe, it’s rare to have crime in this neighborhood, especially violent crime.”

On June 27th at or about 10:30 pm, a 25 year old male walked into the tattoo shop located at 7901 Earhart Boulevard. As he entered the shop, he heard female(s) screaming. The victim walked through the shop to see who was screaming and was subsequently shot in the arm and leg. The victim claims he never saw anyone in the shop and does not know who shot him. He was transported to the hospital via private conveyance. The victim has prior convictions for drugs and weapons charges.

SilenceIsViolence an anti-violence campaign City Walk #3: Mid-City to Gert Town Sunday, April 15, 7pm SilenceIsViolence City Walks are weekly evening strolls from one New Orleans neighborhood to another. The walks take place each Sunday evening and are intended to establish a positive, sustainable anti-violence presence in our neighborhoods. We walk 1-2 miles each week and hold a small reception at our destination establishment. Transportation is provided back to the departure establishment.

City Walk #3 will take place on Sunday, April 15, departing at 7pm sharp!

START: Parkway Bakery and Tavern, 532 Hagan Ave. at Bayou St. John. Proceed up Jeff. This one should be filed under How dumb do we look?

” Riley said Friday the perpetrator in another murder was later killed, and so the department also considers that case cleared. “The perpetrator who we had wanted, who we were looking for, was killed a few days later,” Riley said.”

So the new Crime initiative seems to be wait till criminals kill each other.

I thought that was the old crime initiative?

In anoher stunning example of the disconnect between the residents and the police. Our Neighborhood has been watching a local tow truck driver tow flooded cars INTO the Neighborhood. We have complained for a year.

We sent the latest list to our Councilperson and the Tow Truck Driver is now towing the cars on the list. Which leads us to believe he is a City subcontractor. I went to the District police Station and was told I had to call.

Same old story.

Murder in Northwest Carrollton

Murder House

There was a murder in the early hours of Monday morning. Many of us here in Northwest Carrollton have been doing what the City has asked us to do, once again with little results. We have been to our Nonpac meeting monthly. We communicate with the Police in regards to the squatters who lived in this house. We have taken photos and presented them to our Police Department. We reported it to Anthony Faciane at City Hall.

We found out who owns the property and he was unaware that it was occupied by Squatters. Mr. Barecca owns many properties and now resides on Canal St. He told me that it was a valuable property. His perspective seemed odd as he lives miles away and unaware of the state of the property.

I visited the home late yesterday afternoon and saw a trail of blood and an open door.

This is a story that seems to be playing out all over town.

A Marshall Plan for Garbage

If there has been one consistant theme post storm it is Garbage. The subtle and not so subtle diferences.

I stumbled across this story about Boy George and thought perhaps we need to appoint a Commisioner of Garbage. Someone who can explain to people that in spite of the fun of tossing your trash out the window of your car and hitting the parked cars, it is just bad manners.

Maybe our elected officials could each spend a day actually picking up trash instead of talking trash. I say to our elected officials “set your sights lower” Forget about ridding the City of graft and corruption, try working on rats and garbage.

Unlike Boy George I commited no crime, but much like Mr. Boy I spend my spare time picking up garbage on the street.

Our Neighborhood Organization has been attending public meetings and speaking out about crime and crime related issues.

There was a fire a few days ago in an abandoned building on the site of the proposed Walgreens. Last night there was another fire in the house next to the proposed Walgreens Roberts parking lot.

2 Neighbors called 911 and there was no answer so they had to drive to the Fire Station.

There has to be a way that our concerns and fears are addressed by our City Government. For the families attempting to rebuild in this area there is the lingering question of “Why?” If there is no back up for our efforts, if 2 suspicious fires in less than 2 weeks is now considered “normal” is this the place we want to be.

Today while at a City Council Meeting there was an annoucement of a Crime Summit

Jenel Hazlett spoke on behalf of Northwest Carrollton and any other Neighborhoods having problems with 911 service. Stating that she would like that it be officially noted that the service in inconsistant and labourious and rude.

I know the last time I called. No one answered..
