Based on some of the ongoing issues with Mr. Russell in your neighborhood, I arranged a meeting with him.
Today at about 11am, I met with Mr. Russell along with Officer Staehle and Officer Eddington. We spoke for about 20 minutes in a very frank manner about his history and his continued dumping of cars in the neighborhood. Suffice to say that he now has a better appreciation of the consequences of his actions.
After our talk, we drove around the neighborhood with Mr. Russell in my car for about 30 minutes. A survey was taken of each and every dumped car in the area. Mr. Russell acknowledged some were his. He was given 3 days to have them removed and brought to a salvage yard.
However, some were not his doing. In those instances, I actually spoke with neighbors to confirm the validity of that claim. Some neighbors verified that the vehicles were there by other means. One case in particular was a female who abandoned her GMC Tahoe and left town. Officer Eddington will work to have those vehicles removed as soon as possible.
We start now with a clean slate. No more warnings. Any future violations will result in prosecution to the fullest extent of the law, to include suspension/removal of his tow license and impoundment of his tow truck. I trust that Mr. Russell won’t be a problem.

We will continue to work with Officer Eddington and parking enforcment on our other vehicle/parking issues. I know you know we will advise you if Mr. Russell falls back into his old habits.

Wow!
That is great news. A friend of mine on the other side of Claiborne told me they have been keeping an eye on Mr.Russell as well since he tows over there as well.
